This was stated by the Chief of the Army Staff (COAS), Gen. Ashfaq Parvez Kayani. He was speaking as the chief guest at the 91st Mid-Shipmen Commissioning Parade here at the Pakistan Naval Academy (PNA) on Friday.&lt;br /&gt;
The COAS said that Pakistan will not enter into any arms race but will maintain balance through a strategy of minimum credible deterrence. &lt;/p&gt;
&lt;p&gt;Strong armed forces of Pakistan are guarantor of peace and stability, he added. Gen. Kayani pointed out that today Pakistan is confronted with multifaceted challenges. It is complex in its nature. Its spectrum is both diverse and intense, he said. &lt;/p&gt;
&lt;p&gt;He said that while external threat to Pakistan continues to exist, it is the internal threat that merits country and its people’s immediate attention. &lt;/p&gt;
&lt;p&gt;The COAS said that the forces of extremism and terrorism pose a threat to the national security and stability. He stated that country’s fight against extremism and terrorism is fully supported by the nation. &lt;/p&gt;
&lt;p&gt;Our nation is proud of its soldiers, airmen and sailors who have laid their lives in recent operations, he said. “ Let me assure you that in line with our proud traditions, the armed forces of Pakistan will never flinch whenever the nation gives us a call”, the COAS remarked. &lt;/p&gt;
&lt;p&gt;“ I can say with conviction that with the help of the people of Pakistan, we will succeed in our fight against terrorism”, he added. &lt;/p&gt;
&lt;p&gt;The COAS told the passing out mid-shipmen that the PNA has provided them with a solid foundation in line with its highest traditions of excellence. &lt;/p&gt;
&lt;p&gt;“ The nation has reposed its trust in you. Now it is your responsibility to uphold that trust as professional sailors. It is your duty to come up to the expectations of the nation and the Navy”, he added. &lt;/p&gt;
&lt;p&gt;“ I pray that Allah Almighty gives you the courage and strength to discharge your responsibilities in the best interest of Pakistan” Gen. Kayani remarked adding that “ To live up to the traditions of Pakistan Navy you have to work hard. &lt;p&gt;The COAS also told the commissioning mid-shipmen that their professionalism and conduct will be watched closely by their subordinates and therefore their behaviour must always remain exemplary. &lt;/p&gt;
&lt;p&gt;He also reminded them that the only way to lead is to lead from the front. On the occasion, Gen. Kayani also congratulated the passing out mid-shipmen. &lt;/p&gt;
&lt;p&gt;The Chief of the Army Staff also reviewed the commissioning parade. The Commandant of the PNA, Commodore Muhammad Hisham, presented the welcome address. &lt;/p&gt;
&lt;p&gt;As many as 80 Midshipmen have passed out on this very occasion, it was pointed out. Earlier, on arrival at the PNA, the COAS was received by the Naval Chief, Admiral Noman Bashir. &lt;/p&gt;
&lt;p&gt;The COAS awarded the Sword of Honour to mid-shipman Zeeshan Zafar, the CJCSC gold medal to Cadet Muhammad Arsalan, Academy’s Dirk to mid-shipman Sohaib Leghari. The Quaid-i-Azam Gold Medal was later received by Muhammad Raza, father of Sub. Lt. Asif Raza who is abroad in connection with training. &lt;/p&gt;
&lt;p&gt;The commissioning parade was also witnessed by the senior officers of the armed forces, guests and members of the families of the passing out mid-shipmen.&lt;/p&gt;

&lt;p&gt;Foreign Minister Makhdoom Shah Mehmood Qureshi said that water dispute with India was a serious matter and should be &lt;/p&gt;
&lt;p&gt;resolved bilaterally before it reaches a level where it creates tension between the two countries. &lt;/p&gt;
&lt;p&gt;He said that ‘political will’ and far-sightedness was needed to resolve water issue. He said that such dispute had arisen in past and then this problem was solved through World Bank. An agreement was signed between the two countries and an institutional mechanism was devised to resolve future disputes, he added. &lt;/p&gt;
&lt;p&gt;However, their exist difficulties now, FM said adding that this problem can best be resolved politically and not technically and underlined the need for political will and far-sightedness on both sides to resolve the issue. &lt;/p&gt;
&lt;p&gt;He said that Pakistan will try to resolve the water issue bilaterally and added that World Bank would be an option of last resort. Availing this option untimely will not benefit us, he said. &lt;/p&gt;
&lt;p&gt;The FM disclosed that Prime Minister Syed Yusuf Raza Gilani will hold a meeting with his Indian counterpart Dr. Manmohan Singh at Sharm Al-Sheikh on July 16. &lt;/p&gt;
&lt;p&gt;He hoped that things would move ahead from what Indian Prime Minister and President Asif Ali Zardari had discussed at the sidelines of last SCO summit. &lt;/p&gt;
&lt;p&gt;He said that during his recent meeting with Indian Foreign Minister on the sidelines of G-8 meeting in Italy, matters pertaining to re-engagement between the two countries, composite dialogue process and other unresolved issues including water and Kashmir issue came under discussion. &lt;p&gt;Qureshi said that both Pakistan and India are suffering from terrorism. He said that terrorists respect no boundary, religion, colour or race. He said that Pakistan had condemned the Mumbai incident but added that terrorism incidents also took place in our cities like Lahore, Karachi, Peshawar, Quetta, and Rawalpindi. &lt;/p&gt;

&lt;p&gt;Qureshi said that a trilateral meeting with Russian and Afghan Foreign ministers was also held at the sidelines of G-8 summit and a joint statement was issued on future framework of trilateral cooperation. &lt;/p&gt;
&lt;p&gt;The Foreign Minister said that world leaders who met in Italy at recent G-8 meeting, a forum of eight industrialized countries, were all praise for Pakistan and instead of repeating ‘Do More’ phrase they were asking ‘How Can We Help’. &lt;/p&gt;

Referring to the US Secretary for Homeland Security’s initiative as Governor of Arizona about erecting a wall between the US and Mexico border, he said that a similar pattern of fencing between Pakistan and Afghanistan could be followed to stop infiltration and drug trafficking. &lt;/p&gt;

&lt;p&gt;He also called for immediate provision of military hardware including Cobra helicopters, technology transfer as well as financial assistance to build the capacity of Pakistan’s law enforcement agencies. &lt;/p&gt;
&lt;p&gt;He said this will prepare the security personnel to effectively control the affected areas after the military operation comes to a successful conclusion in Malakand division and Waziristan agencies. &lt;/p&gt;
&lt;p&gt;The Prime Minister asked the US Secretary for Homeland Security to facilitate PIA’s direct flights operations to the US destinations. &lt;/p&gt;
&lt;p&gt;Ms. Janet Napilitano said that the issue of PIA’s direct flights to the US would be resolved after due consideration in the near future. &lt;/p&gt;
&lt;p&gt;She also promised that the US would expedite disbursement of the pledged amount for IDPs and the financial assistance committed in Tokyo to help Pakistan’s immediate needs. &lt;/p&gt;

&lt;p&gt;The meeting was informed that in the short term 1000 housing units were being built in each provincial capital and in Islamabad. &lt;/p&gt;
&lt;p&gt;While in the long term 440,000 units in the Punjab, 300,000 in Sindh, 150,000 in Frontier, 40,000 in Balochistan, 40,000 in AJK/Northern Areas and 25,000 units would be built in Islamabad, Farhatullah Babar said. &lt;/p&gt;
&lt;p&gt;He said state land in the federal and provincial capitals had been identified and expressions of interest (EOI) from private land developers obtained and about 30,000 acres of land identified for housing development. &lt;/p&gt;
&lt;p&gt;In addition 140 acres of land at Kuri Road in Islamabad had also been earmarked by the CDA. &lt;/p&gt;
&lt;p&gt;The President said that land acquisition and development by the state was central to the issue of housing development for the government servants, the poor and the needy and called for devising a viable plan in this regard. &lt;/p&gt;
&lt;p&gt;He said that another meeting on the subject be convened after a suitable interval to examine proposed plans for land acquisition and development by the state and the mechanism for financing the housing projects. &lt;/p&gt;

A marathon brain storming session attended by the party’s leading members constituting informal think-tank was held late Friday night in the Presidency to deliberate on the issue of making the Constitution truly democratic, federal and parliamentary in character.&lt;br /&gt;
The brain storming session was the first of its kind within the party, outside the central executive committee and federal council, to discuss the proposed constitutional amendments with a view to developing consensus within the party. &lt;/p&gt;
&lt;p&gt;Spokesperson former Senator Farhatullah Babar said that at the outset the party’s Co Chairman President Asif Ali Zardari said that the party was committed to uphold the principles laid down in the Charter of Democracy (CoD) signed in May 2006 and also to the principles enshrined in the party’s manifesto. &lt;/p&gt;
&lt;p&gt;He said that the party was bound to these principles not only through the CoD but also through his two addresses to the Parliament and a special letter written separately to the Prime Minister to expedite the process of constitutional reforms. &lt;/p&gt;
&lt;p&gt;The President said that the setting up of the Parliamentary Committee was a great leap forward towards the realization of the dream of ridding the Constitution of all anti-democracy clauses introduced into it by dictatorial regimes. &lt;/p&gt;
&lt;p&gt;He said that the party should make full use of this opportunity to hammer out reforms in the Parliament with the consensus and support of all other parties. &lt;/p&gt;
&lt;p&gt;The President said that after completing the consultative process within the party “we would be in a better position to talk with other parties”. He said that internal consultative process within the party should be completed within weeks and not months. &lt;/p&gt;
&lt;p&gt;Those who attended the meeting included Prime Minister Syed Yusuf Raza Gilani, Khursheed Shah, Syed Naveed Qamar, Latif Khosa, Masood Kausar, Syed Qaim Ali Shah, Rahimdad Khan, Zahir Ali Shah, Raja Riaz Ahmad, Makhdoom Shahbuddin, Mirbaz Khetran, Qamar Zaman Kaira, Chaudhry Manzoor, Mian Raza Rabbani, Afzal Sindhu, Bismillah Kakar, Pir Mazharul Haq, Ayaz Soomro, Sadiq Umrani, Rukhsana Bangash, Fouzia Habib and Farhatullah Babar. &lt;/p&gt;

&lt;p&gt;An announcement about the party position on various constitutional proposals will be made by the central executive committee of the party after completion of internal deliberations within the next few weeks, the spokesperson said.&lt;br /&gt;

Sheila Dikshit in a meeting on Thursday. The improvement of the National Highways in Delhi, better connectivity to Delhi Airports especially in view of the coming Commonwealth Games, alternative road connectivity between Delhi and Gurgaon to ease off decongestion and expediting the construction of Eastern Peripheral Expressway (EPE) project and land acquisitions were some of the major issues discussed. &lt;/p&gt;
&lt;p&gt;As part of building of the infrastructure for the Commonwealth Games, the improvement of National Highways in Delhi is a priority. The Roads Transport &amp;amp; highways Ministry agreed to transfer the 8km stretch from Wazirabad to Mukarba Chowk on NH-1 to PWD, Delhi for maintenance, landscaping and construction of grade separators etc. Permission for execution of work for up- gradation of street light on this stretch has already been given to PWD, Delhi vide an order dated 1st May, 2009. &lt;/p&gt;
&lt;p&gt;It was also decided at the meeting that the Secretary , RT&amp;amp;H will call a meeting with DIAL, NHAI, PWD, Delhi to decide on the agency for implementation of the Northern Underpass on NH-8 for connectivity to Delhi airports. &lt;/p&gt;
&lt;p&gt;The delay in land acquisitions by the Delhi Government is causing delays to NHAI for speeding up the work for the Badarpur Flyover. The Minister requested the Delhi Chief Minister to expedite the same and provide land to check further delay. The Chief Minister assured the Minister to sort out the issue at the earliest. The work for this project has been awarded in June 2008 on BOT (toll) basis with a concession period of 20 years. &lt;/p&gt;
&lt;p&gt;The issue of better co-ordination between Delhi and Haryana Government on the issue of providing alternate road connectivity between Delhi and Gurgaon also came up for the discussions. Shri Nath apprised Smt. Dikshit of the discussions he held in this regard with the Haryana Chief Minister Shri B.S Hooda. The Haryana Government has mooted out the Northern Peripheral Expressway and the Southern Peripheral Expressway projects for this purpose which requires tying up traffic circulation needs of Delhi also. Smt. Dikshit welcomed NHAI taking up the work on this on the Delhi side but sought time for consultations with MCD on this. &lt;/p&gt;
&lt;p&gt;The Eastern Peripheral expressway project which has received only one bidder was also discussed. The Minister told the Delhi Chief Minister that the CCEA’s approval for opening of the single bid is being obtained and that the project will be expedited.&lt;/p&gt;

 <description>&lt;!-- google_ad_section_start --&gt;&lt;p&gt;Presenting the Railway Budget today in the Parliament, Railway Minister Kumari Mamata Banerjee proposed an outlay of Rs.40,745 cr. for 2009-2010, which is 2840 cr. more than the allocation proposed in the interim budget. The Minister said, Rs.15, 675 cr. will be deployed through internal resources and Rs.9, 170 cr. from market borrowings. The Ministry will also go for issue of tax free bonds for resource generation. &lt;/p&gt;
&lt;p&gt;The Railway Minister proposed increase in the allocation for new lines from Rs.1100 cr in the interim budget to Rs.2921 cr. Similarly provision for gauge conversion has been increased by 24% over the interim budget by allocating Rs. 1750 cr. &lt;/p&gt;
&lt;p&gt;Passenger amenities will now have Rs. 1102 cr. while the allocation in the interim budget was only Rs.502 cr. Thus, 119% more money will be spent on passenger amenities. &lt;/p&gt;
&lt;p&gt;Declaring staff welfare as a priority area, she proposed 49% increase for the construction of staff quarters by allocating Rs. 335 cr. and 79% increase for staff amenities by allocating Rs.424 cr. &lt;/p&gt;
&lt;p&gt;The Minister also said, additional funds to the tune of Rs.1949 cr have been sought from the Ministry of Finance for 11 railway projects spread over in Jammu &amp;amp; Kashmir and the North East.&lt;/p&gt;

The meeting was presided over by Shri Mallikarjun Kharge, the Union Minister for Labour &amp;amp; Employment here today. Shri Harish Rawat, Minister of State for Labour &amp;amp; Employment was also present as Vice-chairman of the Central Board of Trustees, EPF. &lt;/p&gt;

"On the week of the anniversary of the birth of the United States, the President enacted into law the 2009 supplemental appropriations bill which extends new benefits to those Americans who, like their ancestors of 1776, have voluntarily put their lives on the line to protect the American people.&lt;/p&gt;
&lt;p&gt;"The men and women serving in the armed forces of the United States deserve access to the highest quality health care facilities and mental health programs available to help with their transition to civilian life. The President's budget request includes the largest increase to veterans funding in 30 years, building on recent efforts to modernize veterans hospitals and facilities and improve care for those suffering from Post-Traumatic Stress Disorder and Traumatic Brain Injury.&lt;/p&gt;
&lt;p&gt;"And the historic benefits provided by the New GI Bill, which ensures a bright future for our warriors returning to a civilian life, will now be available to the children of those who have lost their lives in active duty." &lt;/p&gt;
&lt;p&gt;After September 11, 2001, tens of thousands of Americans answered the call of duty and signed up to serve their country. Since then, under the Bush administration's stop-loss policy, they have been asked to serve double and triple tours of duty - putting a huge emotional and financial burden on service members and their families. As enacted by the President and Democratic Congress, the supplemental compensates those veterans who were asked to bear the extra burden by providing a $500 allowance for every month served under stop-loss orders since September, 10, 2001.&lt;/p&gt;
&lt;p&gt;The bill also includes important provisions to support family members of those who have given the ultimate sacrifice and lost their life in service to their country. The Fry Scholarship, a new benefit included in the bill, provides extended GI Bill of Rights college education benefits for children of service members who die in active duty. &lt;/p&gt;
&lt;p&gt;To support military families, the bill also provides $1.8 billion for defense health programs that provide family counseling and traumatic brain injury and psychological health research. The bill supports the construction of nine wounded warrior support complexes to help wounded soldiers recover and invests $488 million in military hospital construction, as well as investments to complete construction at Walter Reed National Military Medical Center.&lt;/p&gt;

 <title>Cultural diversity of Silk Road for Hong Kong</title>

&lt;p&gt;     This autumn, the Leisure and Cultural Services Department will present the "Silk Road Arts Festival", taking Hong Kong audiences to revisit the mysterious Silk Road and to discover its colourful cultural diversity through wide-ranging and exhilarating programmes.&lt;/p&gt;
&lt;p&gt;     The festival will run from October 9 to November 8, showcasing the rich cultural diversity along the Silk Road, starting from Xian in China traveling across the Taklamakan Desert to Central Asia, the Middle East and on to the Italian capital of Rome. &lt;/p&gt;
&lt;p&gt;     Beginning the festival is "Splendours of the Tang Dynasty", a historical gala of songs and dance by Shaanxi Provincial Song and Dance Theatre. Employing colourful costumes, traditional Chinese musical instruments, dances and stunts, 120 dynamic performers including many National Class One artists, use the best of modern stagecraft to revisit the magnificence of the Tang Dynasty.&lt;/p&gt;
&lt;p&gt;     A series of Silk Road encounters with renowned musicians are also lined up for the festival. They are:&lt;br /&gt;
- "Silk Road East &amp;amp; West" by Kitaro (Grammy and Golden Globe awards winner)&lt;br /&gt;
  &amp;amp; Artists (Japan/USA/Hungary)&lt;br /&gt;
- "Buddhist Music- Treasures from the Silk Road" by Ensemble of Gansu Gannan&lt;br /&gt;
  Labrang Monastery, Ensemble of Yunnan Xishuangbanna Main Buddhist Temple,&lt;br /&gt;
  Buddhist Music Ensemble of Shanxi Wutai Mountain&lt;br /&gt;
- "Spiritual Sounds of Central Asia: Nomads, Mystics and Troubadours" by Alim Qasimov&lt;br /&gt;

&lt;p&gt;     Georgian National Dance Company Sukhishvili presents superbly refined folk dance with modernistic look, while Shen Wei Dance Arts (USA) zooms you back to the present with a newly created contemporary dance work "Re-(I, II, III)".&lt;/p&gt;
