President George W. Bush authorized the warrantless wiretaps soon after the Sept. 11, 2001, terrorist attacks.

"I found bones out there, I found individuals wandering aimlessly around" who also found bones, Cook County Sheriff Tom Dart said Friday night in announcing that Burr Oak Cemetery in Alsip would be closed to the public.

CHICAGO — Almost as suddenly as Roland Burris, 71, emerged last winter from what seemed a comfortable political retirement to accept a controversial appointment to the U.S. Senate, he announced Friday that he will return to that retirement after next year.

WASHINGTON — Despite the Bush administration's insistence that its warrantless eavesdropping program was necessary to protect the country from another terrorist attack, FBI agents, CIA analysts and other officials had difficulty evaluating its effectiveness, according to an unclassified government report made public Friday.

The CIA made no effort to document how the program had contributed to counterterrorism successes, and CIA officials saw it as just "one source among many available analytic and intelligence-gathering tools," the report said.

The Department of Homeland Security said Friday it was revising a program that authorized local police to enforce federal immigration law -- a controversial aspect of U.S. border policy.

Opponents said the program, known as 287g, was intended to identify criminal aliens but instead has led to racial profiling; it allowed local police to identify and arrest illegal immigrants for such minor infractions as a broken tail light. Program supporters said it has been an effective tool for combating illegal immigration.

HOUSTON—A former civilian defense contractor was charged Friday with sexually assaulting a woman at an Iraqi air base.

David Charles Breda Jr., 34, is accused of sexually assaulting a woman in October at Camp Al Asad, Iraq, where he was employed by a subsidiary of Houston-based military contractor KBR Inc.

Breda, who lived in the Houston suburb of Pearland before he left for Iraq, was arrested Thursday at a Houston-area barber college by agents from the Naval Criminal Investigative Service. A call to his attorney was not immediately returned.

CHICAGO — A judge has given a five-year prison sentence to a 31-year-old man convicted of having a gun outside President Barack Obama's Chicago home in September.

Omhari Sengstacke (ahm-HAR'-ee SENG'-Stack) was convicted last month of two counts of aggravated unlawful use of a weapon. He was arrested in September after repeatedly trying to pass security barriers near Obama's home, saying he wanted to talk to Obama about a job.

CHICAGO, July 10 (UPI) -- A family filed a lawsuit Friday seeking damages following revelations that graves were dug up at a historic black cemetery in suburban Chicago.Lawyers for the family suing the owner of the Burr Oak Cemetery in Alsip said they plan to ask the court to certify the lawsuit as a class action, the Southtown Star reported.

The manager of the cemetery and three gravediggers were formally charged Thursday with desecrating bodies. They dug up remains to resell the plots and pocket the proceeds, a scheme that may have brought in as much as $300,000, investigators say.

PHILADELPHIA - A Pennsylvania attorney who was released from prison Friday after serving the longest imprisonment on a civil contempt charge in U.S. history said judges have too much discretion in cases like his.

"If I had been convicted of murder in the third degree in Pennsylvania, I would have been out in half the time I was in jail," H. Beatty Chadwick said in a telephone interview with The Associated Press.
