Kathmandu, February 22:Saying that the government failed to address their two-point charter of demands, the Nepal Public Campus Association and the Public Campus Teachers’ Association have jointly announced their first phase of protest plans.Their demands include the establishment of Nepal Public University, which was registered at the Ministry of Education last year, and guarantee of service, stipulations and facilities of the teachers and employees working at community campuses.As per their protest plans, the two organisations would interact with political leaders, intellectuals, chief district officers, district education officers and campus representatives, among others by February 24; submit a memorandum to Prime Minister through chief district officers on February 25; organise pen-down at community colleges on February 27 and gherao the Ministry of Education, Kesar Mahal on March 1.There are around 350 community campuses throughout the country and only 216 of them have been receiving grant, according to Dhana Lal Maharjan, convenor of Bagmati Regional Committee of the NPCA.The two associations have demanded the government for the grading of the teachers and employees. According to Maharjan, they have also asked the government to ensure salary and other facilities for the teachers and employees accordingly.The two associations have been struggling to establish a separate Nepal Public University in the country for the past many years.

Itahari, February 22:An unidentified masked gang kidnapped a boy by taking all the family members under control at gun point on Friday night. The gang abducted Aminesh, 11, son of Arjun Acharya of Dhmaura Tole at Singhia-4 in Sunsari.”Eight of all the family members were tied up and they abducted the child,” said DSP Rajendra Dhakal of the District Police Office, Sunsari.The gang said that they would not do anything against the boy, according to Aminesh’s mother Tulasa. “Most of them were from Madhesi Community,” she said. The kidnappers also looted the two mobile phones from the house, said the family members. “The abductors phoned the boy’s relatives in Kathmandu from the looted mobile numbers and claimed that they called from Indian border area.”Police have detained three suspects involved in the incident. The preliminary investigation shows that the child might have been kidnapped because of the individual feud,” said the police.Meanwhile, the Private and Boarding Schools’ Organisation Nepal, Sunsari has called to shut down all the private schools of Singhia area, protesting the incident. “The schools will not be opened until the child is safely released,” it said.The locals obstructed the transportation at Jhumka section of the Mechi Highway for four hours today. They warned of launching protest programmes from Sunday. Human rights activist Rabin Lamsal said that other students were also terrorised after the incident.

Lalitpur, February 22:The main opposition Nepali Congress (NC) today decided to oppose the government’s plan to nominate the representatives in the local bodies. The NC central committee meeting, which concluded today in two days at its party office, decided to opt for the present parliamentary system.The party will publicise the decisions of the central committee tomorrow afternoon after an informal meeting of party’s office bearers gives the final touch of the decision, said NC chief secretary Ram Chandra Pokharel. The NC sources said that it would also make public its official views on the performance of the government. In the meeting, party leaders criticised the government’s tendency of promulgating ordinances by avoiding the parliamentary system.”We have decided not to accept the government’s plan to nominate representatives in the local bodies on the basis of sharing,” said NC vice president Ram Chandra Paudel. “The all-party mechanism can be strengthened to operate the local bodies until the new elections are held.”The meeting also decided to form a committee to hold elections of the NC parliamentary party. The CC meeting, yesterday, approved the parliamentary party statute with the new provision of deputy leader. The NC is yet to elect its parliamentary party leader formally.”The meeting decided to instruct its party wings to follow the party’s election manifesto in all fronts regarding the governance system and restructuring of the state in the new constitution,” said central member Narahari Acharya. The manifesto says that president will be elected through indirect election system and the PM will be executive head. The manifesto, however, is silent on the election system of PM.The NC leaders are divided about the PM election system. Majority of the leaders including acting president Sushil Koirala, Govinda Raj Joshi and Sunil Kumar Bhandari among others have lobbied for traditional parliamentary system, where the PM will be elected through the parliament and be responsible to it. Whereas, Acharya registered a draft to the party, proposing the direct election system for the PM. Some central members suggested reviewing the election system on PM.

Butwal, February 21:The ongoing eighth general convention of the ruling CPN-UML is divided into two camps. One is led by outgoing general secretary Jhala Nath Khanal and the other by KP Sharma Oli. The last-ditch attempt — made by a majority of the party delegates — to come to a consensus over former general secretary Madhav Kumar Nepal as party president has come a cropper.Nepal has categorically made it clear that he is not hungry for any party post.“I may win the presidential race, but it will sow the seeds of bitterness in the party’s rank and file,” he said.Both Khanal and Oli filed nominations this evening for the coveted post. They are backed by their respective team members.Bharat Mohan Adhikari, Bhim Bahadur Rawal and Ashok Rai have filed nominations for the post of vice-president.Team Oli’s Pradip Nepal is angling for general secretary. Outgoing standing committee members Bishnu Poudel, Shankar Pokharel and Raghubir Mahaseth are vying for the post of secretary. They are with Oli.Outgoing standing committee members Bamdev Gautam and Sahana Pradhan have also filed their nomination for the post of vice-president. Ishwor Pokharel has thrown his hat in the ring for general secretary.Surendra Pandey, Rajendra Shrestha and Yuvaraj Gyawali are vying for the post of secretary. Voting on the central committee and central office-bearers will begin after withdrawal of nominations. The election process will continue for two hours.The convention adopted the party statute last evening. It has a provision for 115 central committee, 17 disciplinary inspection commission and 15 auditing committee members.“There will be 85 central committee members and 30 alternative committee members and 47 will be elected from the central constituency on open competition. There is quota for 52 members. Another 16 will be chosen on regional basis. Fifteen seats are for women, seven for dalits, two for labour fronts, 11 for Tarai-Madhes community, 13 for indigenous and ethnic communities, two for Muslims and two for backward regions. Each zone will get a central committee member,” he added.

Birgunj, February 21:Four representatives of Liberation Tigers of Tarai Elam (LTTE), an obscure armed outfit that has been active in the eastern plains, today signed a five-point pact with the Maoist-led government.Both sides agreed to hold the next round of dialogue soon. Today’s agreement is on similar lines to the ones that were signed with other groups in the recent past.The government has agreed to provide security to members of LTTE talks’ team. The outfit has agreed to desist from indulging in violent and illegal activities. In turn, LTTE members will be treated as political activists. The outfit will submit a list of its supporters, languishing in jail. “The inmates will be treated with leniency,” said Minister for Peace and Reconstruction Janardan Sharma ‘Prabhakar’, coordinator of the government talks’ panel.LTTE also agreed to stage political rallies and programmes in coordination with the administration.“Today’s talks were positive. We urge other armed groups to come for negotiation. I’m in close contact with both Goit and Jwala outfits. Let’s see whether they accede to the government,” said Prabhakar.“We will take stern action against those groups who are trying to derail the peace process,” he warned.Ram Lochan Thakur, coordinator, LTTE talks’ team, urged other outfits to follow suit. Akash Tyagi, Arjun Thakur and Nagi Bidrohi were the other LTTE members, who took part in today’s talks.Prabhakar apart, Shankar Koirala, CDO, Parsa, and Subodh Ghimire, SP, Parsa, were the government’s representatives.Stir cripples life in TaraiMAHOTTARI: Life was disrupted in various Tarai districts on Saturday on the second day of the Madhes bandh called by Bhagyanath Gupta-led Madhesi Janaadhikar Forum Madhes. The stir, called in support of an autonomous Madhes, started Friday. On Saturday, agitators vandalised a jeep near Jaleshwor. Police arrested four persons. Bandh supporters also seized two trucks that bore Indian registration numbers.They threatened the acting editor of a local vernacular daily. Morang, Sunsari, Saptari, Siraha, Rautahat, Dhanusha, Kapilvastu and Parsa are hit hard by the stir. — HNS

Kathmandu, February 21:A central secretariat meeting of the Unified CPN-Maoist today geared up to set its house in order.To begin with, it decided to dissolve the Revolutionary People’s Council, which doubled as a parallel government and held kangaroo courts in areas that were controlled by the ex-rebels during the decade-long insurgency.Finance Minister Dr Baburam Bhattarai had been heading the Council, which, interestingly, remained active even after the Maoists assumed power.“We have also decided to form a Government Operation Department under the leadership of Dr Bhattarai. It will comprise seven Maoist ministers,” said Dina Nath Sharma, spokesperson for the Unified CPN-Maoist.Narayan Kaji Shrestha, who earlier led the CPN (Unity Centre-Masal), has been appointed deputy leader of the party in the Constituent Assembly (CA). Shrestha is PM Pushpa Kamal Dahal’s understudy in the CA.A high-level probe commission headed by Lila Mani Pokharel will look into the party’s internal dynamics and politics in the Madhes. The panel has been urged to submit its report within three months.Barsha Man Pun Magar, Post Bahadur Bogati and Ram Rijan Yadav and an advocate, who is yet to be named, have been handpicked for the Madhes-specific commission.The panel, formed not only because Maoist leader Matrika Yadav recently quit the party, seeks to address Tarai issues.The PM will head the Central Office Management Committee, which also includes senior leaders like Mohan Baidya ‘Kiran’, Dina Nath Sharma and office secretary Narayan Prasad Dahal.A five-member support committee led by Top Bahadur Rayamajhi will manage the Prime Minister’s Office.

Kathmandu, February 21:Pashupati Area Development Trust (PADT) is set to observe Maha Shivaratri on Monday.PADT member secretary Premananda Shakya said the trust has allocated Rs 963,000 for the annual fest.“We are expecting 1.5 lakh pilgrims this year. Around 3,000 sadhus, from Nepal and India, will also come,” he said.This time around, the pilgrims’ footfall is likely to go up since the violence in the Tarai has abated. Also, the Kumbh Mela, which takes places once in every 12 years in India, will be held this year. Ritual demands that pilgrims visit the Kumbh after paying their obeisance to the Pashupati Nath shrine.“All arrangements have been made to ensure the pilgrims’ stay and visit to the temple is a hassle-free affair. There will be three separate queues for the visit inside the garbha griha. Special arrangement has also been made for distribution of chandan from Gaushala Chowk and Mitra Park on Monday. The Public Address (PA) system has been installed to disseminate regular updates about the shrine’s programmes,” said Saubhagyawati Devi Rai, coordinator, information and public relation management sub- committee and a member of PADT.Local clubs are also chipping in to make the fest a grand success. They have engaged volunteers to manage the pilgrims’ shoes, smooth distribution of drinking water and man the telephone booths. Health personnel will be on standby for any medical emergency.“Armed Police Force and Nepal Police personnel will be adequately deployed to ensure safety and security for pilgrims. Women have been requested not to visit temple premises while wearing expensive jewellry. The sale of alcohol has been prohibited in and around the Pashupati area since February 18,” she added.Besides, special arrangements have been made for the elderly and disabled to visit the temple on the auspicious day.However, the provision for the special pass has been scrapped this year.

नेपाली कांग्रेस केन्द्रीय कार्यसमितिको बैठक पार्टी केन्द्रीय कार्यालय सानेपमा सुरु भएको छ । बैठकले संविधान सभा दलको नेता चयन गर्न निर्वाचन समिति गठन गर्नेछ ।संबिधानसभा चुनाव सकिएको १० महिनापछि कांग्रेसले शुक्रबार संबिधानसभा दलको बिधान पारित गरेको थियो । बिधान अनुसार संबिधानसभा दलको नेता चयनका लागि निर्वाचन समिति गठन गरे पनि दलको नेतामा भने गिरिजाप्रसाद कोइराला नै रहने काँग्रेस श्रोतले जनाएको छ । बिधानमा चुनावी प्रक्रियाबाटै संविधानसभा दलको नेता चयन गर्ने र नेता आफैले उपनेता मनोनित गर्ने उल्लेख छ । तर मनोनित उपनेतालाई संविधानसभा दलको बैठकले अनुमोदन गर्नुपर्नेछ ।

सेवाग्राहीको काम रोलक्रमअनुसार छिटोछरितो सम्पन्न गर्न मालपोत कार्यालय, धादिङमा यही फागुन १ गतेदेखि लागु गरिएको टोकन प्रणाली प्रभावकारी भएको हो ।सो कार्यालयबाट उपलब्ध गराइने सेवालाई व्यवस्थित गर्ने उद्देश्यले टोकन प्रणाली लागु गरिएपछि समयमा काम भएन भन्ने जनगुनासोमा कमी आएको मालपोत अधिकृत परशुराम अधिकारीले बताउनुभयो ।सेवाग्राहीले टोकन लिएर र लेखापढी व्यवसायीले अनिवार्यरूपमा परिचयपत्र लगाई कार्यालयमा प्रवेश गर्न पाउने नियम लागु भएकाले कार्यालयमा अनावश्यक रूपमा आउनेको सङ्ख्यामा समेत कमी आएको उहाँले जानकारी दिनुभयो ।

सङ्घीय लिम्बुवान राज्य परिषद्का कार्यकर्ताले कोसी राजमार्गअन्तर्गत धनकुटाको सिम्सुवामा गरिरहेको चन्दा सङ्कलन कार्यको व्यापारीहरूले विरोध गरेका छन् ।लिम्बुवान राज्य निर्माणका लागि भनी जनअभियान कार्यक्रम सञ्चालनार्थ सवारी साधनहरूबाट कोसी राजमार्गको भेडेटार र सिम्सुवा सडकखण्डमा केही दिनदेखि चन्दा सङ्कलन गरिरहेको भन्दै व्यापारीहरूले चन्दा सङ्कलन कार्य तत्काल रोक्न आज स्थानीय प्रशासनसमक्ष माग गरेका छन् ।जल, जमिन र जङ्गलमा आदिवासी जनजातिको अग्रधिकार हुने भएको भन्दै राज्य परिषद्ले चन्दा सङ्कलन गरिरहेको परिषद्का उपाध्यक्ष फौद चोङ्वाङ्गले बताउनुभयो ।एक वर्षअघि राजमार्गका विभिन्न स्थानमा वाइसिएल, युथफोर्स र सङ्घीय लिम्बुवान राज्यपरिषद्ले ढाट राखी जबरजस्ती कर सङ्कलन गरेकामा व्यापक विरोध भएपछि राजमार्गमा कर सङ्कलन नगर्ने सर्वपक्षीय सहमति भएपछि कर सङ्कलन बन्द गरिएको थियो, तर अहिले परिषद्ले पुनः चन्दा सङ्कलन गर्न थालेकोमा व्यापक विरोध भएको छ ।

एकीकृत नेकपा (माओवादी) पोलिटब्युरो सदस्य एवम् अवध मधेस राज्य इन्चार्ज देवेन्द्र पौडेल (सुनिल)ले वर्तमान सरकारको नेतृत्व गरेको एकीकृत नेकपा (माओवादी)ले प्रभावकारी कदम चाल्न चाहेको बताउनुभएको छ ।क्रान्तिकारी पत्रकार सङ्घ, अवध मधेस राज्य समितिले  आयोजना गरेको पत्रकार भेटघाट कार्यक्रममा उहाँले हामी कि त सरकारमा बसेर प्रभावकारी कार्य गर्न चाहन्छौँ, कि त सरकारबाहिर नै जान चाहन्छौँ भन्नुभयो ।नेता पौडेलले नेकपा एमालेले सरकारमा सहभागी भएर दोहोरो चरित्र अपनाएको आरोप लगाउँदै माओवादीबाहेकको समीकरण सम्भव नभएको बताउनुभयो । उहाँले भन्नुभयो-संयुक्त सरकार चलाउँदा नेपाली काङ्ग्रेले १७ वटा अध्यादेश ल्याएको उल्लेख गर्दै अहिले माओवादीले ल्याएको अध्यादेशको विरोध गर्नुको कुनै अर्थ छैन । पार्टीको अवध मधेस राज्य समितिको निर्णय सार्वजनिक गर्न पत्रकारसम्मेलन गरिएको थियो ।

डडेल्धुरामा पहिलो पटक हेपाटाइटिस ‘बी’ सङ्कमित फेला परेपछि जिल्लावासीमा सो रोगको सन्त्रास फैलिएको छ । असिग्राम गाविस-४ भात्काडाका तीन व्यक्तिमा गत साता पहिलोपटक सो प्राणघातक रोग फेला परेपछि जिल्लावासीमा सन्त्रास फैलिएको हो ।रोगको सङ्कमण हुने भयले अहिले जिल्लास्थित टीम अस्पतालमा खोप लगाउनेको घुइँचो लागेको छ । रोगसङ्कमितहरू देखापरेपछि सो अस्पतालमा दैनिक २० देखि ३० जनाले हेपाटाइटिसविरुद्धको खोप लगाइरहेको अस्पताल स्रोतले जनाएको छ । अस्पतालमा सो रोगसम्बन्धी खोपको व्यवस्था नभएको जानकारी दिँदै अस्पतालका चिकित्सक डा.सुजन केसीले रोगप्रतिको गलत बुझाइका कारण सन्त्रास फैलिएको बताउनुभयो । भाइरल समूहको सरुवा रोग हेपाटाइटिस ‘बी’ रोकथामका लागि खोप प्रतिरक्षात्मक उपचार भएको बताउदै उहाँले सामान्य कारणबाट सो रोग नसर्ने स्पष्ट गर्नुभयो ।स्थानीयस्तरमा सामान्य कारणबाट पनि सो रोग सर्नेलगायतका गलत प्रचार एवम् सन्त्रास फैलिएका कारण त्यसक्षेत्रमा परामर्श टोली पठाइने जिल्ला स्वास्थ्य कार्यालय, डडेल्धुराले जनाएको छ । सुरुमा कलेजोमा सङ्कमण गरी प्रतिरक्षा प्रणालीलाई कमजोर पार्दै लैजाने सो रोग असुरक्षित यौनसम्पर्क, सङ्क्रमित रगत र सुईका माध्यमबाट सर्ने डा. केसीले जानकारी दिनुभयो ।

प्रधानमन्त्री एवं एकिकृत नेकपा माओवादीका अध्यक्ष पुष्पकमल दाहाल ‘प्रचण्ड’ले नेपाली क्रान्तिलाई पुर्णता दिन जनतासँगको सम्वन्धलाई सुदृढ पार्दै लैजान कार्यकर्तालाई निर्देशन दिनुभएको छ ।एकिकृत नेकपा माओवादी कास्कीद्वारा आयोजित जिल्लास्तरीय कार्यकर्ताहरुलाई प्रशिक्षण दिंदै प्रधानमन्त्री प्रचण्डले माओवादी र जनता वीचको सम्वन्ध मजवुत वन्दै गएका कारण प्रतिक्रियावादी र यथास्थितिवादीहरु पार्टी हेडक्वाटरलाई तर्साउन विभिन्न षडयन्त्रमा लागेको वताउनु भयो । माओवादी संसोधनवाद तथा सुधारवादतिर नफँसेकै कारण आफ्ना स्वकिय सचिव शक्ति वस्नेतमाथी प्रतिक्रियावादीहरुले आक्रमण गरेको उहाको दावी थियो ।

नेमकिपाका अध्यक्ष नाराणमान बिजुक्छेको अध्यक्षतामा बसेको पार्टी केन्द्रीय समितिको बैठक शुक्रबार सम्पन्न भयो । बैठकमा अध्यक्ष विजुक्छेले विश्वमा देखिएको आर्थिक सङ्कट पूँजीवादी व्यवस्थाकै असफलता भएको बताउनुभयो ।राजनीतिक कार्यकर्ताहरुको ध्यान नयाँ संविधानमा मौलिक परिवर्तनका विषयहरुतर्फ जानुपर्नेमा उहाँले जोड दिनुभयो ।फागुन ८ र ९ गते दुई दिनसम्म चलेको सो बैठकमा पार्टीका केन्द्रीय सदस्यहरुले आ-आफ्नो प्रतिवेदन प्रस्तुत गर्नुभयो ।बैठकले पार्टीको विधान २०४७ बमोजिम जयबहादुर शाही -जुम्ला) र तर्कबहादुर बडुवाल -दैलेख)लाई केन्द्रीय सदस्यमा  र नारायणप्रसाद कोजु -भक्तपुर) र रवीन्द्र ज्याख्व -भक्तपुर) लाई वैकल्पिक केन्द्रीय सदस्यमा मनोनित गर्‍यो ।बैठकले नयाँ संविधान निर्माणका लागि पार्टीको तर्फबाट सुझाव पेस गर्न सचिव सुनिल प्रजापतिको संयोजकत्वमा संविधान सुझाव तयारी समिति, प्रेस सुवालको संयोजकत्वमा पेसागत सङ्गठन समिति, चैत्यराज शाक्यको संयोजकत्वमा संविधानसभा सदस्य उपनिर्वाचन तयारी समिति गठन गर्‍यो ।साथै नेपाल क्रान्तिकारी मजदुर सङ्घलाई विस्तार गर्न नवराज कोइरालाको संयोजकत्वमा गठित समितिलाई जिम्मेवारी तोकियो ।शीघ्र निर्वाचन नै स्थानीय निकाय गठनको उचित विकल्प भएको बैठकले ठहर गर्‍यो । लोडसेडिङ, महंगी, शान्तिसुरक्षाजस्ता जनताका समस्याहरुलाई लिएर जिल्ला-जिल्लामा विभिन्न गतिविधि सञ्चालन गर्ने पनि बैठकले निर्णय गर्‍यो ।भारतको प्रमुख विपक्षी दल भारतीय जनता पार्टीका नेता जसवन्त सिंहले नेपालमा चीनको हस्तक्षेप बढिरहँदा पनि भारत सरकार मौन रहेको भनी दिएको अभिव्यक्तिप्रति पार्टी आपत्ति व्यक्त गरेको छ ।भारतसँग जोडिएको नेपालको सीमा क्षेत्रमा भारतीय विस्तारवादले ५४ भन्दा बढी स्थानमा जग्गा अतिक्रमण गरेकोतर्फ नेपाली जनताले विरोध गरिरहेको अवस्थामा हालै नेपाल भारत सिमानामा रहेका सीमास्तम्भ भारतको एकतर्फीरुपले हटाउँदासमेत नेपाल सरकार चुप लागेर बसेको भन्दै बैठकले भारतीय विस्तारवादको निन्दा एवं विरोधका साथै नेपालको भूमि रक्षा गर्न नसक्ने नेपाल सरकारको पनि विरोध गरेको छ ।

सामान्य प्रशासनमन्त्री पम्फा भुसाल देशमा अहिले प्रतिकि्रयावादी तत्व सरकार ढलाउने खेलमा लागेको आरोप लगाउनुभएको छ ।उहाँले  क्रान्तिकारी पत्रकार सङ्घ नेपाल नवलपरासीद्वारा  शुक्रबार आयोजित  पत्रकार भेटघाट कार्यक्रममा मन्त्री भुसालले यो जनताको भावनाअनुरुप बहुमतको सरकार भएकाले कसैले चाहँदैमा सत्ता नढल्ने दावी गर्नुभयो ।उहाँले शान्ति प्रकि्रयालाई तार्किक निष्कर्षमा पुर्‍याउन सबैको सहयोग आवश्यक हुनेमा जोड दिनुभयो ।  पत्रकारले राखेको जिज्ञासामा मन्त्री भुसालले सेना समायोजन र शान्ति प्रक्रिया अग्रगामी पक्षमा अगाडि बढ्ने समेत बताउनुभयो । यसैबीच मन्त्री भुसालले प्रशासनलाई निष्पक्ष र भ्रष्टाचारमुक्त बनाउन सबै कर्मचारीलाई निर्देशन दिनुभएको छ । उहाँले शुक्रबार कर्मचारीलाई सम्बोधन गर्दै  जनताले पाउनुपर्ने सबै सुविधा विनादलाल , विनापैसा र विनाढिलाइ दिन समेत कर्मचारीलाई निर्देशन दिनुभयो  । उहाँले कर्मचारीले पाउँदै आएको तलब अथवा अन्य सेवा सुविधा कम भएको स्वीकार गर्दै पहाडी क्षेत्रका कर्मचारीलाई थप सेवा सुविधा दिन पुनर्विचार गर्नका लागि मन्त्रालयले काम सुरु गरिसकेको जानकारी दिनुभयो ।
